Sugamo (巣鴨) is a shopping district known for catering to the elderly.  
It is not particularly that roads there are barrier-free or are there many benches to rest but that the shops are of old people's taste.  For example, fashion shops are focused on clothing for older people and candy shops offer much Wagashi based.  The area affectionately known as the "Old Ladies' Harajuku".  

I couldn't think immediately of any other city in the world where a whole district is branded to cater for old people's taste.  I also think this could be a new model for any city of aging countries.  I like that it is also becoming kinda hip place attracting youngsters too.
